The system of special procedures covers all human rights: civil, cultural, economic, political and social. How is the work of Special Procedures relevant to UN Country Teams? The full list of mandates and related mandate holders along with additional information can be found here.įind the thematic and country mandates here: UN Special Procedures Thematic Mandatesand UN Special Procedures Country Mandates. The report also reflects the work of the Coordination Committee.Īs of September 2016 there are 43 thematic mandates and 14 country mandates under the special procedures. It gives a comprehensive picture of what special procedures have done individually and as a system in a given year, inter alia in terms of country visits, communications, thematic reports, follow-up activities, joint actions, development of international standards, or advocacy. This report provides information on the system of special procedures as a whole and its achievements, including facts and figures. An annual report of special procedures is presented every year to the Human Rights Council. The Coordination Committee of Special Procedures has contributed to these efforts by facilitating coordination among special procedures, including in expressing their views collectively and publicly on issues of common concern. In addition to their individual mandates, mandate holders also increasingly work as a system in order to better coordinate among themselves and with other human rights mechanisms and maximize the impact of their work. A majority of countries have extended ‘standing invitations’ to thematic special procedures, which means that they are prepared to receive a visit from any mandate-holder. Special procedures report annually to the Human Rights Council the majority of the mandates also report annually to the General Assembly.Ĭooperation by States is essential for mandate holders to fully implement their mandate, in particular in terms of conducting country visits that are taking place at the invitation of States and implementing their recommendations. Finally, they raise public awareness of a specific topic through press releases or other public statements. Special procedures also act on individual cases and concerns of a broader, structural nature by sending communications to States and other entities in which they bring alleged violations or abuses to their attention. Upon the invitation from Governments, they visit particular countries or territories in order to monitor the situation on the ground. They conduct thematic studies and convene expert consultations, contribute to the development of international human rights standards, engage in advocacy and provide advice for technical cooperation. ![]() Mandate holders are appointed by the Human Rights Council and their work is supported by the OHCHR.Īs part of their mandates, special procedures examine, advise and publicly report on human rights issues and situations. A mandate-holder’s tenure in a given function, whether it is a thematic or country mandate, is limited to a maximum of six years. Mandate holders serve in their personal capacities, they are not UN staff and do not receive salaries or other financial remuneration for their work. Special procedures mandate-holders are either an individual (called a Special Rapporteur (SR) or Independent Expert (IE)) or a Working Group (WG) of five members. Special procedures cover all human rights: civil, cultural, economic, political and social as well as issues relating to specific groups. The term ‘special procedures’ refers to the list of mechanisms established by the Human Rights Council to report and advise on human rights from a thematic and country-specific perspective. ![]() ![]() ![]() However, it is concluded that in the limit of flat-density profiles characteristic of H-mode discharges, the stabilizing influence of more » perpendicular compressibility is insufficient to corroborate an improvement, if any, in ion confinement quality. Results indicate that the slab and toroidal branches of these instabilities are of comparable importance, and are both strong candidates to explain the observed anomalous ion loss in toroidal fusion devices. An analytic dispersion relation that retains ion drift resonances, and keeps the leading-order contribution from finite Larmor radius effects and parallel compressibility, is derived. « lessĪ unified theory of ion-pressure-gradient-driven drift wave instabilities and transport is presented, which ties the long-wavelength trapped-ion mode to the moderate-wavelength hydrodynamic mode in toroidal geometry. Here this work casts new insights into the nature of ECDI and the associated anomalous transport and demonstrates the potential of the two-fluid moment model in efficient modeling of E × B plasmas. The force balance properties are also studied using the five-moment simulation data. The development of the instability, as well as the anomalous transport, is confirmed and in excellent agreement with theoretical predictions. We then carry out direct numerical simulations of the cross-field setup using the five-moment model. The dependence of the instability on ion-to-electron mass ratio, plasma temperature, and background B field strength is also thoroughly explored. Also, by including more (> = 10) moments, secondary (and possibly higher) unstable branches can be recovered. At low temperatures, the two-fluid models predict the fastest-growing mode in good agreement with the kinetic result. We will first present linear analyses of the instability in the two-fluid five- and ten-moment models, and compare them against the fully-kinetic theory. By treating both electron and ion species on an equal footing, the free energy due to the inter-species velocity shear allows the growth of an anomalous electron flow parallel to the background E field. In this work, however, we demonstrate that a reduced variant of this instability, and more importantly, the associated anomalous transport, can be treated self-consistently in a collisionless two-fluid framework without any adjustable collision parameter. ![]() The development of ECDI and anomalous transport is often considered requiring a fully kinetic treatment. Such anomalous transport more » is important due to its role in particle thermalization at space shocks, and in causing plasma flows towards the walls of E × B devices, leading to unfavorable erosion and performance degradation, etc. A prominent feature of ECDI is its capability to induce an electron flow parallel to the background >E field at a speed greatly exceeding predictions by classical collision theory. This occurs in, for example, collisionless shock ramps in space, and in E × B discharge devices such as Hall thrusters. In the presence of a strong electric field perpendicular to the magnetic field, the electron cross-field (E × B) flow relative to the unmagnetized ions can cause the so-called electron cyclotron drift instability (ECDI) due to resonances of the ion acoustic mode and the electron cyclotron harmonics. It is shown that the MTSI mode results in strong parallel heating of = , Furthermore, the latter mode having a finite wavelength along the magnetic field is identified as the Modified Two-Stream Instability (MTSI). An intense but slowly growing mode with a distinct eigen-mode structure along the magnetic field develops at a later nonlinear stage enhancing the tendency toward long wavelength condensation. Tendency to generate long wavelength components is most clearly observed in the spectra of the electron density and the anomalous current fluctuations. At the same time, nonlinear evolution of fluctuations of the ion and electron density, as well as the anomalous electron current, shows cascade toward long wavelengths. It is found that the instability develops as a sequence of growing cyclotron harmonics demonstrating wave breaking and complex nonlinear interactions, being particularly pronounced in ion density fluctuations at short wavelengths. The emphasis is on two-dimensional effects involving the parallel dynamics along the magnetic field in a finite length plasma with dielectric walls. The Electron Cyclotron Drift Instability driven by the electron E × B drift in partially magnetized plasmas is investigated with highly resolved particle-in-cell simulations. ![]() ![]() ![]() ![]() Pegas Games developed this game and the entire Wheely games serie. Through this experience we have become good deed doers and now, my friends, we must go forth and do good deeds. Saying is good speech, glad tiding, and nice words which are resulted from good manner and nature. It is now when we must take all we have learned from this class, all that has been added to our hearts, and all we have discovered from working with each other and try to never forget it in everything we do and every challenge we face. As was mentioned by Diana during the panel, now is the time when we will all begin to branch off into our individual lives. Now, our time of being public leaders together is one stop closer to ending. But today, we reached our destination and rewarded ourselves by rewarding others. We were faced with complications such as disagreement and frustration, we waited relentlessly at many forks in the road, at times felt brainless, lost courage to speak our minds, and sometimes simply wished to give up and fall asleep in a field of poppies. Walking along the winding yellow brick road leading us to the end of this daunting challenge was arduous. Most of us came into this class completely unlearned in the field of philanthropy, we struggled to give it meaning, to find our own philanthropic biography, and several times we even found ourselves stumbling over the tongue-twister of a word that is “philanthropist”. Today, fellow public leaders, we can officially assume the title of “Good Deed Doers,” ourselves, for we have successfully earned trust, gained trust, and pooled our resources through team effort to reward two amazingly passionate and empowering organizations with grants. ![]() The darker the world gets, the brighter a good deed shines. This is especially true for those who feel most at home with a physical book in their hands. I quite like the 6 inch screen size of both the Glo and the Clara HD, but others may find it a little small. It makes for a smoother and more enjoyable reading experience. The Clara HD feels much faster with the screen responding immediately to my input. The Glo was a little sluggish when turning pages and loading books. The other main difference that I noticed almost immediately was how responsive the Kobo Clara HD is. At the other end of the scale, large font sizes are bold and clear (great for those with impaired vision), although the small size of the screen does mean that longer words don’t fit on a single line. Out of interest I adjusted the text to the smallest possible size and was very impressed by how sharp and readable it was. Kobo Clara (left) and Kobo Glo (right) screens side-by-sideĪt my preferred letter-size setting (text size is highly adjustable) it felt just like reading from a page in a book. The text is crisp, and I mean print-like crisp. While the Glo was always easy to read, the ComfortLightPRO front-lit 300 ppi E-Ink display is a thing of beauty. The first (and most important) difference is in the screen quality. The main differences are on the inside and the key improvements in eReader technology were immediately evident. ![]() This is no bad thing – I was fond of the Glo’s form because it was lightweight and very comfortable to hold. The screen is the same size, the bezels are slightly smaller and the Clara HD is noticeably thinner (and a little lighter). The first thing I noticed about the Kobo Clara HD is how similar it looks to my old Kobo Glo. Unlike most disposable technology these days, the purchase of a Kobo is a long-term investment. Like the physical books it has replaced, the simplicity of the Kobo means there isn’t a whole lot that can go wrong and the slow pace of innovation in the eReader domain means there isn’t the incentive to continually upgrade. That is incredible longevity for a battery-powered mobile device! Sure, the battery doesn’t last as long as it used to, but at the same time I still don’t have to plug it in that regularly either. I haven’t needed to replace the Kobo because for eight years it has just worked. Some of these were upgraded because they were obsolete, some died horrible, premature deaths, some were changed because work changed systems and one mobile was bought because an absurd occurrence meant I was actually paid money to make the upgrade. Since the Glo entered our house, I have had six mobile phones, eight laptops, two desktop PCs and a couple of iPads. I now firmly sit in the “eReaders are great!” camp. The screen was easy to read for long periods of time, the weight was perfect and I found it easy to get lost in my books – just as I could with a physical book. Designed for the sole purpose of enjoyable reading, it was a revelation and I haven’t looked back. The Kobo Glo eReader had none of these problems. The screen is not tailored to reading, the light is wrong and the weight of the device quickly becomes noticeable. ![]() It’s not just me who feels that way – I am yet to meet a person who sings the praises of eBooks on a multi-purpose device. They seemed to be a do-it-all product, and my thoughts went something along the lines of “why would I want a product with as narrow a focus as an eReader?” Books could be read on tablets, after all.Įxcept, reading books on tablets, laptops or other mobile devices is just not a great experience. To provide a bit of context, it was 2013 and iPads (and other tablets) were still in their infancy. That Kobo product was the Glo, and it didn’t take me long to appreciate what eReaders have to offer. Once upon a time I was one of those people, but my first experience with a Kobo product (many years ago) quickly changed my mind. Some people love them, some people don’t, and many people don’t quite understand why they exist… at least until they use one.
